Ing. Dr. Patrick Amoah Bekoe is a distinguished Chief Civil Engineer with specialisation in geotechnical, pavement, structural, and transportation engineering. His expertise also extends to transportation economics and project management. As a consummate public administrator, he has steadily risen through the ranks of the Ghana Civil Service, demonstrating exceptional technical and leadership acumen.

With over 23 years of post-qualification experience, Dr. Bekoe is a Registered Professional Geotechnical Engineer in the State of Texas (USA), a member of the Order of the Engineer (USA), and a Fellow of the Ghana Institution of Engineering (GhIE), where he currently serves as Vice President. He also contributes to the advancement of engineering practice in Ghana as a member of the Education and Training Committee and the Licensing and Registration Committee of the Engineering Council of Ghana. Internationally, he is a member of the American Concrete Institute (ACI) and serves on multiple technical committees. In addition, he reviews scholarly papers for several reputable international journals.

Dr. Bekoe earned his Doctor of Philosophy (PhD) in Civil Engineering from the University of Florida, USA, in May 2013. He also obtained a Master of Engineering in Civil Engineering (2009) and a Master of Arts in Economics (2013) from the same institution. He holds a Master of Public Administration (MPA) from the Ghana Institute of Management and Public Administration (GIMPA) (2022), and a Bachelor of Science in Civil Engineering from the Kwame Nkrumah University of Science and Technology (KNUST), Kumasi (2002).

Since September 2003, Dr. Bekoe has served with the Department of Feeder Roads (DFR) under the Ministry of Roads and Highways, Ghana, where he has led major national and donor-funded initiatives. Notably, he was the Agency Implementation Team (AIT) Head for the World Bank–Funded Output and Performance-Based Road Contracts in the Bono East and Upper West Regions under the Transport Sector Improvement Project (TSIP). As National Research Coordinator at the Ministry, he spearheads research in rural access and transport, guiding evidence-based policy and design improvements across the sector.

In recognition of his continental leadership, Dr. Bekoe was appointed in September 2017 by the International Road Federation (IRF) as Regional Manager for Western and Southern Africa, where he supports the promotion of sustainable and safe road infrastructure across the region.

He also serves as an Adjunct Senior Lecturer in the Department of Civil Engineering at KNUST, where he teaches Foundation Engineering and Design and Transportation Economics and Finance at the postgraduate level. Dr. Bekoe is a Fellow of both the Transportation Research and Education Centre of Kumasi (TRECK) and the Regional Centre for Energy and Environmental Sustainability (RCEES) at the University of Energy and Natural Resources (UENR), Sunyani.

 

Patrick is married to Rita, a Senior Accounting Lecturer at the University of Ghana and they are blessed with three delightful children, Nhyira, Aseda and Nkunim.
